Public trust in healthcare has diminished in recent years. According to a study by the Employee Benefit Research Institute, the number of respondents who rated the American health system as "poor" increased from 15% in 1998 to 30% in 2004. A significant number also expressed concern about their ability to afford and receive quality healthcare in the future.
