Louisville's indigent care funding agreement in danger of unraveling

After nearly 30 years, 30 years later, Louisville's indigent-care contract known as the Quality and Charity Care Trust is in danger of unraveling, leaving a gaping hole in the city's health-care safety net. Under the agreement, University Hospital's operator guarantees medical care for all uninsured local residents who qualify, in return for a fixed annual payment from state and local government. If that care costs more than the government aid, the hospital must provide it anyway. Recently, though, both state and local government officials have discussed or enacted possible cuts in their annual allocations to the fund
