Digital Divide My colleague Cheryl Clark analyzes a new report in the online edition of the journal Health Affairs that indicates hospitals that treat the largest share of poor patients are less likely to have adopted IT systems than other facilities, which could further exacerbate disparities of care. Hospitals were separated into four categories depending on how many indigent people they treated, as indicated in a federal "disproportionate share" index. For some clinical applications the gap was fairly significant. For instance, 27% of high-DSH have a barcoding system for medication administration, whereas 41% of hospitals that treat the lowest numbers of the poor had the barcode system. [Read More]

This article showcases how eICU monitoring systems that use video cameras and software to track patients' vital signs can help keep patients in their local hospital while still being monitored by a critical-care physician. The benefits to smaller communities and rural areas are fairly obvious. These institutions can keep more patients in their facilities, because they have the added support of intensivists monitoring the patients—a position that is increasingly difficult for these organizations to fill. HITECH Act Enforcement Interim Final Rule Published This past week the Department of Health and Human Services published the HITECH Act enforcement interim final rule that becomes effective November 30. It does not include any amendments to the enforcement provisions of the HITECH Act, which calls for greater penalties for HIPAA violations and increased enforcement through "periodic audits." The civil monetary penalties increased greatly, with a maximum penalty of $1.5 million for all violations of an identical provision. [Read More]
