North-Shore Long Island Jewish Health System, the third-largest secular healthcare network in the country, yesterday announced its affiliation with Lennox Hill Hospital in New York, a 652-bed facility with 3,600 employees that is reportedly projecting a loss of between $10 million and $15 million this year. For North Shore LIJ, which already has 15 hospitals and 5,000 beds, affiliation with Lennox Hill represents an opportunity to expand beyond Queens, Long Island, and Staten Island across the bridge into Manhattan for the first time.

The Medical Group Management Association told HHS this week that new HIPAA disclosure requirements for electronic medical records are burdensome, unnecessary, costly, and may discourage physicians from adopting the new technology. The 2003 HIPAA Privacy Rule permits patients to request an accounting of disclosures of their protected health information. However, a new provision expands the type of information required in this accounting, and medical groups using EMR are now required to track all disclosures of patient information, including treatment, payment, and healthcare operation.

In its continuing disagreement with the Obama Administration, the American College of Emergency Physicians yesterday called on the CDC to release a comprehensive report on emergency room usage, as it usually does, saying that its latest document "is much less comprehensive than previous annual reports." ACEP has taken issue with Health and Human Services Secretary Kathleen Sebelius and other Obama officials for their suggestions that emergency room use would fall off greatly if people just had health insurance.
