A decades-old hospital war erupted Thursday when the University of California announced plans to build a $664 million, 245-bed medical center next to its 119-bed facility in affluent La Jolla—minutes from Scripps Health's two flagship hospitals and the 236-bed VA facility. UCSD said it plans to scale down its existing 386-bed hospital in Hillcrest, near downtown San Diego, which now serves large segments of the poor, and move Hillcrest imaging, advanced surgery, neonatal intensive care, and women's services to its new Jacobs Medical Center in La Jolla by 2016.

State medical boards took 5,721 disciplinary actions against physicians, an increase of 342 actions over 2008, according to the newly released Summary of Board Actions report from the Federation of State Medical Boards. The report details the state-by-state disciplinary actions taken by its 70-member medical boards, along with information about the context in which each board operates, including standards of proof required when prosecuting cases and the healthcare professions regulated.

The General Accounting Office issued a report Thursday criticizing the Centers for Medicare and Medicaid Services, saying that the agency has not addressed system vulnerabilities that have allowed $231 million in improper payments. The agency operated a congressionally-mandated demonstration project for three years through March 2008 to see if recovery audit contractors could identify Medicare improper payments and recoup overpayments.

Health insurance member satisfaction took a tumble this year, likely because members don’t understand their health plans, according to the new J.D. Power and Associates 2010 U.S. Member Health Insurance Plan Study. J.D. Power and Associates reported that member satisfaction dropped in all areas except customer service, which remained flat.
