Dallas County commissioners this morning accused Parkland Health & Hospital System officials of making sweeping and costly decisions about a new $1.3 billion public hospital without properly notifying them or the public. Most of the commissioners' surprise centered on about $36 million worth of additional costs related to the replacement hospital. Parkland officials said initial plans need to be revised because the number of people relying on the hospital has surged in recent years. They also said some of the controversial plans haven't been finalized. "I'm hoping you'll have enough confidence in us as a board," Cobie Russell said Tuesday before commissioner John Wiley Price interrupted her. "No," he told the board member. "No."
