None of the dozens of healthcare officials, insurance experts or legislators from across the state at the Montana HealthCare Forum Conference in Billings could say exactly what will happen with healthcare laws and legislation beginning in 2017. But most agreed that there will be plenty of change at both the state and federal levels.
