States challenging the massive healthcare law enacted last year are employing different tactics in their push for swift Supreme Court review of their legal cases. Virginia's Republican attorney general, Ken Cuccinelli, said Thursday he will ask the U.S. Supreme Court to review his state's challenge to the law and reach a "prompt resolution" even before it has been fully litigated in the lower courts. Separately, at least some of the 26 states involved in another challenge to the law intend to ask the Obama administration to seek rapid high-court review, a person familiar with the matter said. Those states don't plan to follow Cuccinelli's lead and make a direct request to the high court now, this person said. The pre-eminent issue in the current wave of legal challenges is the law's requirement that Americans carry insurance or pay a penalty.
