Last fall, Andrew Carter was named president and CEO of the Hospital & Healthsystem Association of Pennsylvania, the trade group representing hospitals. He replaced Carolyn Scanlan, who retired after heading HAP for 18 years. Carter previously headed the Visiting Nurse Associations of America. He has a master's degree in public policy from Harvard University. He recently answered questions concerning the rollout of the Affordable Care Act and the cost of hospital care in Pennsylvania. His answers have been paraphrased in the interest of brevity.
