Despite—or perhaps because of—the uncertain timing of the shift from fee-for-service to value-based payment, most healthcare providers are eager to prepare for risk-based reimbursement. They are trying different arrangements with and without payers. But providers are leery of taking on higher levels of risk exposure, such as shared profit-and-loss with insurers or opening their own payer business units.
