Under a proposed plan, Massachusetts state officials would be empowered to reject certain rates charged by hospitals for medical services if the recommendations of a panel of "healthcare stakeholders, lawmakers, and experts" are accepted.

short and brief: Since Healthplans dont understand hospital billing, Hospitals dont understand hospital billing, the Patient doesnt understand hospital billing, then why are we suppose to pay the bill assuming ofcourse the higher bill means "better" quality
