A radiologist living in La Quinta, who previously practiced in the Fresno area, is barred from practicing medicine as of Nov. 1 after surrendering his medical license to resolve ongoing disciplinary action. Records from the Medical Board of California, Department of Consumer Affairs, show Todd Spencer attempted rehabilitation in 2010.
