Opinion: Why can't medical bills be understandable?

I've come up with a simple and effective treatment for high blood pressure, ulcers, anxiety, depression, insomnia, headaches, and, perhaps, insanity: Medical bills that are written in plain English and clearly communicate all of the information a patient needs to understand the charges. I started thinking about this after bills from a recent medical appointment left me puzzled. It was impossible to tell whether two similarly coded items on different pieces of paper were for two tests or different parts of the same test - or duplicates of the same thing.
