The financially struggling Mississippi Department of Mental Health has paid out almost $66 million in overtime the last 5 1/2 years. Almost half of that has gone to employees at the Mississippi State Hospital. Five of the department's top 10 earners of overtime made more in overtime pay during the 2010 fiscal year than their yearly salary, records show. That fact raised the eyebrows of lawmakers who control the state's purse strings. House Appropriations Committee Chairman Johnny Stringer said it makes sense that the large agency would have a sizable overtime budget as the operator of 2 4/7 facilities.
