Capitol agenda: The Senate stalls, ACA buzz builds

Senate Republicans on Tuesday evening will hold an eighth vote on the GOP-led stopgap funding bill. Like the other attempts, it appears likely to fail. But Republicans are beginning to change their tactics. Republicans are trying to tighten the vise around Democrats. Senate Republicans are no longer allowing Democrats additional votes on their own alternative continuing resolution. White House budget director Russ Vought on Friday announced mass layoffs of government workers after weeks of threats. And Speaker Mike Johnson continues to keep the House out of session this week, despite grumbling by some of his rank-and-file members. (House Republicans will have a member call this morning.) What all this amounts to, for now, isn't a meaningful change in posture from Democrats. President Donald Trump may have eased some of the urgency by moving ahead with plans to pay active-duty military this week.
