Comptroller DiNapoli on Medicaid payment deferral and the budget deficit

Governor Andrew Cuomo is starting to signal how he’d like the state legislature to deal with a looming $6-billion deficit. Cuomo said yesterday he doesn’t want to raise taxes. Also, he announced a 1% decrease in reimbursements to health care providers over the New Year's holiday.
