Healthcare reform advocate Michael Costa appointed to OneCare board

A former state official who was an architect of the all-payer system has been named to the board of OneCare Vermont, the entity he previously helped to oversee. Michael Costa, who until March was the former deputy commissioner of the Department of Vermont Health Access, directed about $300 million in Medicaid contracts to OneCare over the past three years. OneCare, a private, for-profit company, is the vehicle for Vermont’s unique all-payer system.
