Thomas R. Mullen, the longtime leader of Mercy Medical Center in downtown Baltimore, said Thursday that he plans to retire in July. The independent Catholic hospital’s board of trustees unanimously selected Dr. David N. Maine, an executive vice president, to succeed Mullen.
