Mayor David Tomita likes to tell a story about a day he was on his town's newly created greenway trail in 2014. "It was probably a month or two after [the trail] opened and I'm walking down and I turn around and I hear sort of an odd noise," begins Tomita, who serves as mayor of Johnson City, the urban hub of eastern Tennessee's Washington County.
