The Senate effort, expected Wednesday, is almost certain to fail, likely ensuring that the push by Congress to undo the health measure goes no further, at least until the next election. But GOP leaders said the law was unpopular, and that given two court rulings declaring all or part of the legislation unconstitutional, they were sending an important message by holding the vote. Two other federal judges have upheld the law.
