WA needs to expand mental health care. What happens when neighbors object?

Horses roam near the roughly 5-acre plot north of Stanwood where two 16-bed involuntary treatment centers could be built as part of Gov. Jay Inslee's plan to move mental health services from large, centralized psychiatric institutions like Western State Hospital to smaller facilities integrated within communities.
