Red and blue states look to Medicaid to improve the health of people leaving prison

Most people who are incarcerated are eligible for Medicaid based on their low income, but a provision known as the "inmate exclusion policy" prohibits federal Medicaid dollars from being spent on a person's care while incarcerated.
