The White House, Congressional leaders, and labor unions announced that they had reached agreement on a proposal to tax high-cost health insurance policies. Their negotiations produced changes to a tax included in the bill passed by the Senate in December. The changes would lessen and delay the impact of the tax on workers and would reduce the amount of revenue collected. Labor leaders hailed the deal and said they were prepared to fight for passage of the legislation, the New York Times reports.
