What's in the Ballad Health merger?

Tennessee and Virginia have different processes in place to govern the Wellmont-Mountain States merger that formed Ballad Health. Tennessee’s is a Certificate of Public Advantage (COPA), while Virginia’s is a Cooperative Agreement.
