North Texas medical, business, and insurance executives met and agreed that they must work together to lower costs and improve quality. The summit was organized over the last six months by David Toomey, regional president of health insurer Cigna HealthCare, with help from the Washington-based Brookings Institution and the Dartmouth Institute for Health Policy in New Hampshire. The group agreed to find a "neutral party" such as an academic institution to take charge of the search for solutions and keep the summit participants communicating.
