Oscar Health isn't pulling back from the Obamacare individual market. For the fourth straight year, the health insurer plans to expand coverage. In 2019, it will offer plans in 11 states, up from eight this year. The technology-driven health insurer was number twelve on the 2018 CNBC Disruptor List.
